POSITION SUMMARY

Provide leadership and direction for process engineering resources and activities. Partners with manufacturing and quality in the identification, definition, and execution of projects and delivers technical requirements for the launch of products as well as continuous improvement of the product's supply chain capabilities. Encourages and supports the identification and development of innovative solutions to problems and opportunities,

Specifically:

  • Manage engineering group activities

  • Drive engineering standards at site implementation

  • Project execution for all projects on site and supervise construction on site

  • Responsible for SAMP, CAPEX/PPM and LRFP

  • Responsible for C&Q on site

  • Responsible for portfolio planning process.

  • Ensure engineering activities are compliant with EHS&S practices and policies

  • Develops a tactical plan for future process engineering development in alignment with short-term and long-term company and business unit objectives.

RESPONSIBILITIES:
Drive engineering project management and engineering to execute projects to PDP standards, ensure projects completed on time and on budget

  • Oversees technical execution of projects.

  • Reviews and approves technical documentation to verify compliance to technical specifications and standards.

  • Communicates with internal (manufacturing, quality, engineering) and external partners to coordinate and execute project plans.

  • Allocates proper level of resources to facilitate attainment of project goals within established timelines and budgets. Assigns tasks according to projected scopes including compliance and quality improvement, cost reduction, cycle time reduction, capacity increase, raw material qualification, and launch preparation. Ensures engineering and project activities are in compliance with EHS&S practices and policies.

  • Drive use of standard platform equipment and SDP platform standards for equipment and systems on site projects

  • Drive C&Q standardization and execution of C&Q activities on site projects

  • Lead the site portfolio planning process and resource management activities

  • Monitors smooth execution of plans and programs at lower levels and cross functionally.

  • Ensures departmental and company compliance with all local government and company regulations, policies and procedures for health, safety and environmental compliance

  • Ensure site compliance with EHS&S policies

  • Provides comprehensive technical advice.

  • Facilitates resolution of complex technical and operational problems

  • Promotes innovation initiatives for new products and ideas.

  • Technical and budgetary decisions for capital projects to ensure timely and correct execution.

  • Defines department and project goals and tactics to achieve those goals on a local level. Development of people/talent in their local group.

  • Provides direction to assure alignment and completion of projects to deliver local program objectives.

  • Proactively develops tactics for accomplishing project objectives. Good management and strong technical skills.

  • Demonstrates knowledge in technical and business disciplines.

  • Leads at group level of organization. Provides technical or team leadership for projects and small work teams.

INNOVATION/CREATIVITY

  • Documented success achieving business objectives and project goals. Strong record of local collaboration ensuring completion of projects.

  • Good track record of people development. Leverages internal and external expertise to drive innovative solutions to meet project goals on local level.


EXTERNAL AND INTERNAL INTERACTIONS

  • Steer collaboration with internal (manufacturing, quality, engineering) to develop standards and define project needs and priorities; as well as recruiting project team members.

  • Supervise interaction with external partners (A&E Firms and construction firms, consulting firms) to remove barriers, clarify roles and responsibilities, and coordinate and execute project plans.

[REQUIREMENTS]

  • BS holder: 9 ~ 12 yrs or MS/MBA/Ph.D. holde : 6~ 12 years. PE certification desired.

  • Proven track record in Project Engineering/Management in the pharmaceutical industry including design construction and commissioning and qualification.

  • Proven leadership skills and the ability to develop talent

  • Strong communication and interpersonal skills

  • Proven track record in Project Engineering/Management in the pharmaceutical industry including design construction and commissioning and qualification

  • Experience in engineering function in the pharmaceutical or allied industry

  • Customer Relationship Management, Supplier Relationship Management, Site Governance/Operations

  • Good Written and verbal communications at different Organizational levels

  • Finance/budget management
