Job Description and Key Responsibilities

The Senior Manager, Core Capabilities HUB, Japan is accountable for leading the Japan implementation of the CPA HUB model, ensuring that Johnson & Johnson Innovative Medicine Communications & Public Affairs operates with strategic consistency, operational excellence, and measurable impact in one of the company’s largest markets.


Reporting to the Senior Director, Japan Communications & Public Affairs, this role serves as the Japan leader responsible for deploying, integrating, and optimizing core CPA capabilities—including digital, media and issues management, results and measurement, internal and executive communications enablement, brand guidance, self-service capabilities, and operational governance—in close alignment with the Global HUB strategy and standards.


Operating at the intersection of global strategy and Japan execution, the Senior Manager partners closely with Japan CPA Therapeutic Area leads and regional CPA team to ensure the HUB capabilities function as a force multiplier for commercial impact, reducing duplication, accelerating execution, and enabling agile deployment of resources at business‑critical moments.


In this model, the Global HUB defines strategy, standards, and system-level consistency, while the Japan HUB ensures disciplined execution, adoption, and performance of those capabilities locally.


Key Responsibilities

  • HUB Strategy & Implementation
    • Lead the Japan HUB strategy and execution, translating global HUB vision, governance, and capability standards into effective local operating models, ways of working, and delivery plans
    • Drive adoption of HUB capabilities and ensure alignment with enterprise and Innovative Medicine priorities
    • Ensure HUB activities are focused on the highest-value commercial and reputational opportunities in Japan
  • Core Capability Stewardship
    • Serve as the primary steward of core CPA capabilities in Japan, including:
      • Digital and social platforms
      • Media and issues management
      • Results, measurement, and analytics
      • Internal communications enablement and self-service models
      • Executive communications support
      • Brand governance and operational systems
    • Ensure consistent, high-quality deployment of these capabilities in alignment with global standards
  • Business Partnership & Prioritization
    • Partner closely with the Senior Director, Communications & Public Affairs, Japan and local Therapeutic Area Communications leads to align HUB resources to business priorities and critical moments
    • Support integrated planning and execution across launches, data readouts, congresses, and key issues
    • Act as a strategic partner to ensure communications capabilities drive business impact and reputation outcomes
  • Governance, Risk & Operational Excellence
    • Ensure consistent application of enterprise governance, compliance, and risk management practices across communications activities in Japan
    • Establish and reinforce clear processes, standards, and ways of working aligned to the HUB model
    • Drive operational discipline, scalability, and efficiency across communication executions
  • Measurement, Insights & Continuous Improvement
    • Oversee implementation of measurement and performance analytics, ensuring alignment with global frameworks
    • Partner with global teams to demonstrate impact, inform decision-making, and optimize resource allocation
    • Identify opportunities for continuous improvement and capability enhancement across the HUB
  • Agile Execution & Resource Deployment
    • Enable flexible resourcing and rapid execution to support priority business moments
    • Coordinate with global and regional HUB teams to ensure access to the right expertise and tools
    • Support efficient scaling of capabilities across priority initiatives
  • Global HUB Integration
    • Act as the primary liaison between Japan and Global HUB, ensuring a strong two-way flow of insights, best practices, and feedback
    • Contribute to global capability evolution by sharing Japan market insights, needs, and lessons learned
    • Ensure strong alignment across global, regional, and local teams

Qualifications – External

Education
Bachelor’s degree required; advanced degree in Communications, Journalism, Business, Public Policy, or a related field preferred.


Experience and Skills

Required:

  • Minimum of 8-12 years of experience in communications, public affairs, or related roles within complex, matrixed organizations
  • Clear understanding of the Japan biopharmaceutical environment, including commercialization, policy, reputational risk, and stakeholder dynamics
  • Proven ability to translate global strategy into local execution with discipline and impact
  • Experience driving operational excellence, governance, and change in large, distributed teams
  • Executive presence with the ability to influence senior leaders and operate as a trusted advisor

Preferred:

  • Experience working in or closely with global priority markets, particularly Japan
  • Exposure to enterprise or center‑of‑excellence models within communications or public affairs
  • Experience partnering with Digital, Technology, Analytics, or Enterprise Communications functions

Other:

  • Up to 10-20% travel, primarily domestic
