Position Summary:
The Government Affairs Manager provides senior strategic leadership at the intersection of healthcare policy, patient access, and business growth. The role develops and executes an integrated government affairs strategy that anticipates political, legislative, regulatory, reimbursement, procurement, and health-system developments affecting the MedTech portfolio. Acting as a trusted adviser to business leadership, this position translates external trends into enterprise priorities, builds durable relationships with decision-makers, and advances responsible policy solutions that improve access to medical technology while protecting the company’s reputation and license to operate.
Key Responsibilities:
- Government affairs strategy: Develop and execute a multi-year national and subnational strategy aligned with business priorities, patient needs, market access objectives, and the evolving healthcare agenda.
- Policy intelligence and foresight: Monitor political, legislative, regulatory, reimbursement, procurement, fiscal, and public-health developments; assess business impact and provide timely scenarios, recommendations, and executive briefings.
- External stakeholder leadership: Build credible, ethical relationships with government officials, legislators, regulators, public institutions, payers, industry associations, healthcare organizations, patient groups, and other policy influencers.
- Advocacy and policy shaping: Define company positions, prepare policy briefs and consultation responses, form coalitions, and represent the organization in appropriate external forums to advance innovation, quality, value-based healthcare, and sustainable patient access.
- Business partnership: Partner closely with Commercial, Market Access, Regulatory Affairs, Legal, Compliance, Health Economics, Medical Affairs, Communications, Supply Chain, and Finance to integrate government affairs into portfolio, access, tender, and growth strategies.
- Risk and opportunity management: Maintain a prioritized policy agenda and stakeholder map; identify emerging risks and opportunities, develop mitigation plans, and establish escalation pathways for issues with material business or reputational impact.
- Executive counsel: Advise senior leaders on the political and policy environment, prepare executives for government engagements, and convert complex external issues into clear business choices and action plans.
- Industry leadership: Direct participation in trade associations and strategic coalitions, ensuring company priorities are appropriately represented and external positions remain consistent with internal strategy.
- Program and resource management: Lead high-impact advocacy initiatives, manage budgets and external advisers, establish governance, and measure outcomes against defined objectives.
- Enterprise and regional alignment: Collaborate with regional and global Government Affairs teams to share intelligence, adapt best practices, and ensure consistency with enterprise policy positions while addressing local market realities.
- Compliance and integrity: Ensure all interactions, advocacy activities, political engagement, third-party relationships, records, and expenditures comply with applicable laws, industry codes, and company policies.
- Capability building: Strengthen internal understanding of the policy environment through training, tools, issue briefings, and cross-functional engagement.
Leadership Scope and Decision Authority:
- Operates with significant independence in a complex, highly regulated, and externally visible environment.
- Shapes recommendations that may influence market access, commercial strategy, investment priorities, reputation, and long-term growth.
- Leads through influence across senior internal stakeholders and external organizations; may manage employees, contractors, consultants, or cross-functional project teams.
- Serves as an authorized company representative within approved positions and escalation protocols.
Required Qualifications:
- Bachelor’s degree in public policy, political science, law, economics, international relations, healthcare administration, business, or a related discipline; advanced degree preferred.
- Typically 8–12 years of progressive experience in government affairs, public policy, healthcare, MedTech, life sciences, a government institution, an industry association, or a related regulated sector.
- Demonstrated success developing advocacy strategies, navigating legislative or regulatory processes, and engaging senior government and industry stakeholders.
- Strong knowledge of healthcare systems and the policy levers affecting medical technology, including regulation, reimbursement, procurement, public investment, innovation, and patient access.
- Experience translating policy developments into business implications and executive-level recommendations.
- Excellent written and verbal communication skills, including executive briefings, policy papers, negotiation, and external representation.
- Professional fluency in English and the principal language of the market; additional languages are an advantage.
