SECTION 1: JOB SUMMARY*
- Utilities Engineer will take the ownership of operational management and delivery of all utility’s services delivered within his location. This includes the management of customer interface within the designated area of an estate; ensuring efficient service delivery for day to-day running of the sites, and provision of a consistent strong link with internal customers, guaranteeing appropriate and responsive reaction to address any and all internal stake-holders concerns.
- Utilities & Maintenance operations to meet requirements under GMP, EHS. Periodic update of safety and environmental action plan. Implement best practices, factors performance metrics and leads personnel to exceed world-class performance in inventory and cost management. Steers the facilities excellence program in regard to best practices, performance metrics, and personnel utilities management and capital expenditure.
SECTION 2: DUTIES & RESPONSIBILITIES*
Technical Deliverables :
- Oversees the deployment of facilities O&M in order to ensure compliance and contribute to an optimum work environment.
- Ensure preventive maintenance of utilities and machinery, manufacturing systems, mechanical and electromechanical equipment, and provides laboratory support.
- Create and drives priorities and timelines for facilities job completion while working to control costs, expenses, and manage to budgets.
- Present finalized procedures in defined formats for document control and diligently verify files and records for historical purposes.
- Submit ad-hoc estimates of design costs including equipment, installation, labor, materials, preparation, and other related expenses for budgetary purposes.
- Provide criteria and performance specifications for facilities and equipment required to meet unique operating requirements and building and safety codes.
- Conduct incident investigations and documents outcomes
- Routine maintenance management of Utilities & Process plant equipment excellence.
- Develop I analyze statistical data and machine specification so as to determine present standards and establish proposed quality and reliability expectancy of finished product, in process and maintenance of clean rooms.
- Ensure to comply with ISO 14644-1 for clean room and Aseptic sealing process by scheduling non-viable particle count, DOP & Air Velocity schedule.
- Responsible for procurement and assessment of engineering spares from reliable and approved source.
- Observe and promote all regulatory requirements as defined per applicable regulations, rules and procedures established by the Company, and notifies any violation or deviation to the immediate supervisor or appropriate authority.
- Comply with all training requirements to perform duties of the job.
- Operation, Maintenance & routine testing under CM Environment,
- Operation & maintenance of Steam generation & distribution system at site
- Operation & maintenance of ETO Scrubber, Nitrogen generator, Chilled Water, RO water, HVAC, Clean Room, BMS, Process exhaust, WWTP, LTHW, Gases, sprinklers etc. installed at site.
- Ensure availability of mechanical utilities for smooth operation of base business machines. Support towards machine reliability.
- Overall support to new utilities installation and commissioning.
- Ensure safe working conditions of utilities.
- Maintain utilities in optimum working conditions with use of good maintenance practices.
- Utilities validations and documentation.
- Focus on specific initiatives on MFF, e-CMMS usage enhancement and compliance related activities, Support towards Base Business capital management, focus on the VFA/ FCI management, Energy management and saving opportunities,
- AMC and vendor management for utilities.
- Support and overview of the Soft-services ( Housekeeping, Pest control etc. ) management.
Compliance & Training :
- Observes & promotes all statutory and regulatory requirements as defined per applicable regulations, rules & procedures established by the Company, and notified any violation or deviation to the immediate supervisor or appropriate authority.
- Complies with all training requirements to perform duties of the job.
- Complies with all procurement and asset management systems
- Ensure adherence/compliance to Records Management policies and procedures, as applicable.
- Act as Subject Matter Expert (SME), Train and coach others.

SECTION 3: EXPERIENCE AND EDUCATION*
- Electrical / Mechanical Engineering Graduate with maintenance related experience including sound knowledge of utilities and c-GMP
- Sound working knowledge of one functional area through good job experience
& Training
- Experience of supporting a business contract and/or providing support to a professional function
- Likely to have minimum 8~10 years' experience for Engineering graduate.
