This role will be part of the Global Services in the Strategic Solutions and Commercial Services (SCS) function. The Director, GS Commercial Services and Strategic Shaping, is accountable for service strategy, governance, transformation, and end-to-end delivery across Offer Development, Contract Management and Regulatory Affairs support serviced by GS Asia Pacific- including additional strategic support for enterprise transformation initiatives. This leader will shape the operating model, influence senior stakeholders, drive scalable capability build, and ensure the organization delivers high-quality, compliant, customer-centered services aligned to business priorities.



Key Responsibilities:


1. Maintain Operational Excellence- Service Delivery & Performance Governance

· Set the strategic direction and multi-year service roadmap for Offer Development, Contract Management, and Regulatory Affairs GS services portfolio; translating enterprise and business priorities into scalable operating model, governance, capability, and performance outcomes.

· Lead through ambiguity and enterprise change by making timely, risk-informed decisions; aligning cross-functional stakeholders; removing systemic barriers; and ensuring disciplined execution across regions, business units, and enabling functions.

· Be accountable for end-to-end timeliness, completeness, accuracy, validity, and quality of service delivery across Offer Development and Contract Management, including intake, offer and pricing setup, contract drafting/review support, execution coordination, maintenance, renewals and any other expanded work scope as it arises.

· Own the service performance framework, including KPIs, SLAs, stakeholder satisfaction and feedback, leading indicators, executive dashboards, issue management, and governance routines; ensure performance insights drive timely decisions, risk mitigation, and measurable business outcomes.

· Drive timely escalation and resolution of service issues by leading root-cause analysis, aligning stakeholders on corrective and preventive actions, and tracking action plans through to closure.

· Lead executive-level operational performance reviews with senior stakeholders, using KPI/SLA trends, risk insights, root-cause analysis, and business impact measures to align priorities, secure decisions, and hold teams accountable for action closure and sustained outcomes.


2. Operational Leadership, Controls & Stakeholder Enablement

· Ensure Operational Key Contacts, Work Instructions, and other operational work processes are in place across all processes and business units.

· Build capability by strengthening onboarding, training, certification, knowledge management, and cross-skilling to improve quality, resilience, and scalability. Ensure SMEs in place for all sub processes within scope.

· Influence senior business, legal, finance, commercial, technology, and functional partners to simplify end-to-end processes, strengthen control design, improve customer experience, and ensure service solutions are scalable across business units and geographies.

· Manage and monitor team performance on a regular basis to ensure that service levels and targets as defined in Service Level Agreements are met and consistently executed; take corrective action when required.

· Direct and manage process teams’ goals, work schedules and activities, back up procedures and staffing requirements to ensure coverage at all times.

· Serve as a strategic advisor to key leaders and executive stakeholders on complex service, governance, organizational, financial, and risk decisions; present options, trade-offs, and recommended actions with clear business impact.

· Own financial stewardship for the service area, including budget planning, productivity targets, resource allocation, cost transparency, cross-charges, and investment prioritization to ensure effective spend, value realization, and compliance with financial controls.


3. Be a Trusted Business Partner

· Act as the senior strategic business partner for Offer Development and Contract Management and Regulatory Affairs shaping service scope, governance, change roadmap, stakeholder engagement, and performance expectations across Business Units and Global Services leadership.

· Drive enterprise standardization, governance, and control maturity across end-to-end processes, ensuring consistent application of policies, templates, approval authorities, data standards, and service management practices.

· Establish and lead senior governance forums, including SLA oversight, risk reviews, issue escalation, continuous improvement commitments, and compliance with J&J standards; ensure decisions are documented, owned, and executed.


4. Talent Management and Organization Culture

· Build and lead a high-performing, leader-led organization by setting clear direction, coaching managers, strengthening succession depth, and embedding a culture of accountability, inclusion, continuous learning, customer centricity, and enterprise mindset.

· Lead through leaders and complex teams, with demonstrated ability to set vision, align priorities, inspire performance, manage change, and build organizational capacity across multiple processes and stakeholder groups.

· Own the long-term workforce and capability strategy for the service area, including organization design, hiring, onboarding, cross-training, succession, performance management, and capacity planning to support sustainable scale, resilience, and operating model requirements.


5. Strategic Shaping and Support for Enterprise Transformations

· Support the development of cross-functional stakeholder engagement strategy and lead necessary cadence across regions/markets, including governance forums, decision logs, and executive communications.

· Partner with key business leaders to build the target-state scope, roadmap, business cases, and ROI analysis to support leadership decisions and validate value realization.

· Define acceptance criteria and hand approved plans to transition teams for execution, ensuring clarity on outcomes, ownership, and roadmap.

· Partner with key business leaders to define required capabilities, identify due diligence levers and processes required ahead of execution to shape required resourcing strategy.

· Establish governance, performance metrics, decision forums, and escalation paths to maintain accountability and accelerate issue resolution.

· Partner with senior leaders to drive alignment, resolve cross-functional dependencies, and remove delivery blockers through structured problem-solving and escalation.

· Shape the change management approach (stakeholder analysis, communications, readiness and adoption plan), ensuring sustainable implementation and measurable benefits.

· Drive alignment across teams by preparing meeting materials, tracking actions, and escalating risks or dependencies.

· Partner with and/or manage third-party consultants and vendors to support, shape, and enable the transition strategy and execution approach.

Required

· At least 10 years of professional experience is required.

· At least 10 years of experience in operations with comprehensive understanding of process and procedures, service management concepts, as well as compliance and control.

· At least 8 years of management experience, strong organization/talent development capability including coaching and counseling skills.

· Excellent communications and interpersonal skills across wide range of audiences.

· Flexibility to adapt to the needs of a diverse range of cultures and business disciplines.

· Ability to work independently, exercise sound judgment, and make timely decisions as required in a fast-paced, matrixed environment.
