Johnson & Johnson announced plans to separate our Orthopaedics business to establish a standalone orthopaedics company, operating as DePuy Synthes. The process of the planned separation is anticipated to be completed within 18 to 24 months, subject to legal requirements, including consultation with works councils and other employee representative bodies, as may be required, regulatory approvals and other customary conditions and approvals. This role is the primary owner of central‑level government policy intelligence, strategic analysis, and engagement strategy for DPS China.
The role leads deep, independent research and strategic interpretation of central healthcare and economic policies, translates policy signals into actionable business and access strategies, and serves as a core advisor to GA&MA leadership and senior management.
Key government counterparts include NHSA, NHC, NDRC, and other relevant central ministries and national‑level bodies.
Key Responsibilities
1. Central Healthcare & Economic Policy Intelligence (Core Accountability)
Independently and systematically track, research, and interpret central‑level policies and reforms, including but not limited to:
National Healthcare Security Administration (NHSA) policies
Medical service & consumables reimbursement and catalog management
DRG / DIP payment reform
Centralized volume‑based procurement (VBP) and price governance
National Health Commission (NHC) system reforms
NDRC‑related macro, pricing, and industry policies
Assess short‑, mid‑, and long‑term business and strategic impact on DPS China
Produce high‑quality policy briefs, scenario analyses, and strategic recommendations to support leadership decision‑making
2. Central GA Strategy Development & Orchestration
Based on deep policy insight, co‑design DPS China’s central GA and market access strategy in partnership with GA&MA Head
Define:
Central‑level advocacy priorities
Policy positioning and core messages
Engagement sequencing and success metrics
Translate strategy into clear action plans, coordinating internal stakeholders to ensure readiness and execution support
Take end‑to‑end ownership of assigned central GA strategic initiatives and outcomes
3. High‑Level Government Engagement Support
Act as a key company representative in selected central‑level communications with: NHSA, NHC, NDRC and Other relevant ministries or national expert platforms
Accurately and professionally articulate company perspectives, supporting constructive and credible dialogue
4. External Ecosystem Intelligence & Influence
Establish and manage strategic relationships with: National‑level industry associations, Policy think tanks and Academic and expert networks
Leverage external partnerships to:
Gain early policy insights
Test strategic assumptions
Shape a constructive policy discussion environment
Enhance DPS China’s thought leadership and credibility at the central level
5. Internal Enablement & Strategic Coordination
Serve as the central policy and strategy hub within GA&MA
Provide timely Policy interpretation, Risk alerts and Strategic guidance to BU, Market Access, Commercial, and other relevant teams
Deliver targeted central policy training and strategy briefings
Ensure alignment between central strategy and provincial / local execution
Qualifications
Education
Bachelor’s degree or above
Preferred majors: Public Health, Public Policy, Economics, Law, Health Administration or related fields
Experience
8–10+ years of experience in:
Government Affairs
Market Access
Health policy strategy
At least 3+ years of direct exposure to central‑level healthcare policy, especially NHSA‑related work
Experience in medical devices or pharmaceutical industry strongly preferred
Proven ability to operate at strategic, ambiguous, and senior‑stakeholder levels
Core Capabilities
Deep, system‑level understanding of China healthcare and policy ecosystem
Exceptional independent research, synthesis, and strategic thinking skills
Strong ownership mentality; capable of operating with high autonomy
