Position Summary
The Regulatory Affairs & Research & Development (RA & R&D) Data Office serves as a critical component of the MedTech Data Office, responsible for establishing and enabling enterprise-wide data governance capabilities across Regulatory Affairs and R&D functions.
The Senior Manager, RA & R&D Data Office will lead the implementation of strategic data governance initiatives that strengthen data quality, stewardship, ownership, and governance across the RA & R&D data ecosystem. This individual will translate strategy into execution by driving governance programs, advancing data quality frameworks, enabling metadata management, and facilitating organizational adoption of data governance practices.
Working across Regulatory Affairs, Research & Development, Digital Solutions, Data Stewards, and enterprise governance bodies, this role will play a key leadership position in delivering trusted, compliant, and business-critical data capabilities that support regulatory excellence and enterprise decision-making.
Key Responsibilities
Data Governance Strategy & Execution
Lead execution of the RA & R&D Data Office strategy and roadmap.
Drive implementation of governance priorities, data remediation programs, and operational milestones.
Establish and monitor key performance indicators (KPIs) that measure governance effectiveness, adoption, and data quality outcomes.
Provide governance reporting, risk management, and progress updates to senior leadership and governance councils.
Facilitate governance forums and drive accountability across stakeholders.
Data Quality & Data Stewardship
Advance enterprise data quality initiatives and support implementation of the RA & R&D Data Quality Framework.
Partner with business owners and Data Stewards to identify, prioritize, and remediate critical data issues.
Drive definition and governance of critical data elements and metadata standards.
Leverage data insights and reporting to support continuous improvement and informed decision-making.
Collaborate with technology partners to implement scalable and sustainable remediation solutions.
Data Ecosystem & Operating Model Development
Partner with Digital Solutions, Regulatory Affairs, Research & Development, and MedTech Data Office stakeholders to develop a connected and scalable data ecosystem.
Clarify governance ownership, decision rights, and responsibilities through effective operating models and RACI frameworks.
Promote adoption of enterprise-approved data management practices, standards, and solutions.
Support the evolution of data governance capabilities aligned with business and regulatory requirements.
Change Management & Organizational Adoption
Lead change management initiatives that support effective data governance adoption across business units.
Develop communications, engagement strategies, and governance processes that improve stakeholder understanding and accountability.
Foster a culture of data ownership and stewardship throughout RA & R&D communities.
Drive continuous improvement of governance processes and operational effectiveness.
Leadership & Collaboration

Qualifications
Required
Minimum 6 years of experience in Data Governance, Regulatory Affairs, Research & Development, Digital Solutions, Quality, or related disciplines.
Demonstrated experience implementing data governance frameworks, stewardship models, and data quality programs.
Strong program management and execution capabilities with the ability to manage multiple priorities and dependencies.
Experience operating within complex, highly matrixed global organizations.
Excellent communication, stakeholder management, and influencing skills.
Ability to translate strategic objectives into measurable business outcomes.
Preferred
Degree in Engineering, Life Sciences, Information Management, Data Management, Regulatory Affairs, or related fields.
Experience within regulated healthcare, life sciences, pharmaceutical, medical device, or related industries.
Knowledge of metadata management, master data governance, and enterprise data quality methodologies.
Experience supporting digital transformation and enterprise data management initiatives.

€85,000.00 - €146,050.00Benefits:
In addition to base pay, we offer the following benefits*: an annual bonus with set target (% of pay) depending on pay grade / location, where the actual amount is based on the employees’ and companies’ performance of the previous calendar year, or sales commissions.
