Purpose of the role

Health Economics & Market Access (HEMA) is a critical component of our strategy for achieving sustainable access and growth in an increasingly complex healthcare environment. The Associate Director and Head of HEMA Germany is the senior country leader accountable for setting the HEMA vision and strategy, leading the department and its talent, and ensuring that health-economic and market-access priorities are embedded in business decisions for the Surgery portfolio. The role owns the development and execution of market access, reimbursement, evidence-generation and market-development strategies; provides authoritative counsel to senior management; and represents the organisation with external decision-makers. Through disciplined prioritisation, cross-functional leadership and effective deployment of resources, the role will deliver measurable access and business outcomes in Germany.



Key Responsibilities

  • Lead and be accountable for the Germany HEMA department, defining its vision, strategic direction, operating model and annual priorities in alignment with German and regional business objectives.
  • Build, lead and develop a high-performing team through clear objectives, effective delegation, coaching, succession planning, performance management and an inclusive culture of accountability.
  • Own departmental planning, budget and resource allocation, making evidence-based trade-offs across portfolio priorities and ensuring delivery against agreed objectives, timelines and compliance requirements.
  • Serve as the senior HEMA adviser to the Germany leadership team, shaping portfolio, investment, evidence and commercial decisions and clearly communicating risks, strategic options and recommendations.
  • Own the development and execution of differentiated market access strategies for new technologies and established portfolios, with clear objectives, governance, milestones and measures of impact.
  • Set the strategic direction for HEMA tools and value communication, ensuring complex clinical and economic evidence is translated into credible, compliant and actionable messages for customer-facing teams.
  • Establish and sustain senior relationships with payers, healthcare leaders, professional societies and governmental bodies, representing the organisation on strategic access and policy matters.
  • Provide cross-functional leadership across Commercial, Medical, Clinical, Regulatory and Finance teams to integrate HEMA priorities into portfolio strategy, launch planning and business execution.
  • Shape the evidence-generation strategy for new product development and portfolio growth, identifying and sponsoring local health-economic, outcomes-research and real-world-evidence initiatives that address priority access gaps.
  • Approve and remain accountable for health-economic input into innovative commercial initiatives requiring substantiation of value, including value-based procurement and value-based agreements.
  • Maintain governance over the adaptation and local approval of regional HEMA tools, ensuring strategic relevance, methodological quality, compliance and effective deployment.
  • Sponsor the deployment of reimbursement, value and health-economic solutions with Sales and Marketing, maintaining direct engagement with priority customers and ensuring field insights inform strategy.



Qualifications

Required Experience, Leadership Profile and Qualifications

  • Advanced degree in health economics, health policy, public health, economics, healthcare management, epidemiology, outcomes research, or other relevant discipline
  • Deep expertise in HTA, health economics, reimbursement and market access, with the judgement to translate technical evidence into strategic business decisions.
  • Strong track record of influencing senior internal and external stakeholders and securing alignment in complex, high-stakes environments.
  • At least 7, preferred 10 years of experience, of progressive experience in MedTech, pharmaceuticals, an HTA or payer organisation, healthcare consultancy, academia, outcomes research or another relevant healthcare-system setting, including substantial experience operating at senior strategic level. Prior MedTech and German market experience are strongly preferred.
  • Expert understanding of the German healthcare system, payer landscape, funding pathways, procurement environment and relevant policy developments.
  • Demonstrated breadth and depth of market access and health-economics experience, with evidence of leading strategic decisions rather than solely delivering technical work.
  • Proven people-leadership experience with direct accountability for building, leading and developing teams, setting direction, managing performance, coaching senior talent and succession planning.
  • Demonstrated executive presence and ability to lead through influence, challenge constructively and secure decisions across a senior cross-functional matrix.
  • Strong portfolio leadership and governance capabilities, with the ability to prioritise competing investments, manage risk and drive complex programmes to measurable outcomes.
  • Ability to critically assess and synthesise clinical and health-economic evidence and convert it into clear executive recommendations and compelling value narratives.
  • Demonstrated accountability for delivering strategic objectives through cross-functional teams, within agreed budgets, timelines, governance and compliance standards.
  • Sound judgement, independence and resilience, with the ability to make decisions under ambiguity and take ownership of their consequences.
  • Exceptional communication and influencing skills, with credibility to represent HEMA with executive leaders, customers, payers and external institutions.

  • Experience of engagement with payers
  • Familiarity with healthcare systems database sources
  • Track record of overcoming complex market access challenges
  • Experience of strategic planning that is aligned with priority projects to achieve excellence in execution
  • Previous experience of developing business cases, value briefs and value propositions to support market access strategies
  • Experience of delivering reimbursement and HTA information to internal sales & marketing teams
  • Ability to critically assess and synthesize clinical, epidemiological, real-world and health-economic evidence.

The anticipated base pay range for this position is:

€110,500.00 - €175,375.00
