The opportunity

The Manager, Project Management – Technical Capital Projects is accountable for the successful delivery of an assigned portfolio of site-based capital projects across the J&J Leiden Campus. The portfolio includes facilities, utilities, infrastructure and business-enabling investments in regulated environments.

The role leads projects from ideation and front-end development through funding approval, design, procurement, execution, commissioning, qualification, operational handover and financial close-out. The Project Manager converts business needs into practical engineering solutions and establishes the scope, governance, resources, delivery strategy and stakeholder alignment required for predictable execution.

Working closely with Sponsors, E&PS, Facilities Management, EHS, Quality, Procurement, Finance, Engineering, Operations, Information Technology and external delivery partners, the Project Manager ensures projects are delivered safely and in accordance with approved scope, cost, schedule, quality and compliance requirements.

The role also provides functional leadership and performance oversight to external Project Managers and project delivery partners, setting clear expectations and strengthening delivery capability across the portfolio.

  • Lead multidisciplinary internal and external teams across design, procurement, construction, commissioning, qualification, validation, handover and close-out.
  • Define and monitor project KPIs covering safety, scope, cost, schedule, quality, risk and delivery performance.
  • Ensure robust project controls, risk management, change control, issue resolution and timely escalation.
  • Ensure adherence to J&J processes, site requirements and applicable Dutch legislation, statutory approvals and permitting obligations.

External Partner & Commercial Management

  • Provide functional leadership and performance oversight to external Project Managers, consultants, contractors and delivery partners.
  • Set clear expectations for deliverables, governance, reporting, resource planning and performance.
  • Review delivery performance, agree corrective actions where required and escalate sustained underperformance through Project Delivery governance.
  • Partner with Procurement and business functions on contracting strategies, supplier engagement and commercial decision-making.

Sponsor & Stakeholder Leadership

  • Build trusted relationships with Sponsors and cross-functional stakeholders and maintain alignment on project objectives and priorities.
  • Provide clear, concise and decision-oriented communication on progress, cost, schedule, risks, issues, changes and required actions.
  • Facilitate timely decisions, resolve competing priorities and proactively address issues that could affect the Final Project Objectives.

Handover, Close-Out & Continuous Improvement

  • Ensure complete operational handover, documentation, archiving, outstanding-action closure and financial project close-out.
  • Evaluate value delivered against the approved Business Need and capture relevant benchmarking information and lessons learned.
